BRIEFING DOCUMENT: Raleigh County Parks and Recreation Authority – Parks and Recreation Master Plan
About the Raleigh County Parks and Recreation Master Plan
The Raleigh County Parks and Recreation Authority (RCPRA) is developing a Parks and Recreation Master Plan (PRMP) to guide the long-term stewardship and enhancement of the recreational assets under its management. The goal of this plan is to ensure that Raleigh County’s parks and recreation system continues to enrich the quality of life for residents and visitors while being responsibly maintained for the future.
The PRMP will evaluate existing facility conditions, review RCPRA’s organizational structure, analyze county demographics, and assess opportunities for improved environmental and public health outcomes related to park access. It will also offer recommendations for programming, outline concepts for upgraded facilities, and include a market assessment to better understand how parks and recreation can support economic development throughout Raleigh County.
RCPRA has partnered with the Charleston-based Community Solutions Group at GAI Consultants to support the development of the PRMP.
Project Area
The PRMP will focus on the current facilities within the RCPRA system and identify potential gaps in recreational access across the County. RCPRA presently oversees eight recreational assets:
• Lake Stephens – Surveyor, WV
• Fitzpatrick Park – Beckley, WV
• Raleigh County Youth 4-H Camp – Daniels, WV
• Dry Hill-Prosperity Community Park – Beckley, WV
• Marsh Fork High School Memorial Park – Naoma, WV
• Stoco Community Park – Coal City, WV
• Glen Morgan Creekside Park – Beckley, WV (planned future facility)
• Clear Fork Rail Trail – Whitesville, WV
Get Involved
As part of the PRMP process, RCPRA invites community members to participate in a public workshop on November 18 from 11:00 a.m. to 12:00 p.m. at the Raleigh County Commission office:
Raleigh County Commission
116 N. Heber Street
Beckley, WV 25801
The workshop will give residents and park users an opportunity to share ideas, priorities, and feedback that will help shape the future of recreation in Raleigh County.
An online survey will also be available after the workshop for those unable to attend. The survey will be accessible at www.raleighcountyparks.gov beginning November 18 and will remain open through December 18, 2025.
